
Tibet Travel Permits – Complete Guide for Foreign Travelers
Traveling to Tibet is a once-in-a-lifetime experience, offering breathtaking landscapes and deep spiritual culture. However, due to travel regulations, all foreign travelers must obtain special permits arranged through a licensed Tibetan travel agency. Independent travel is not allowed.
Depending on your itinerary, you may need one to four different permits to visit regions such as Lhasa, Nyingchi, Tsedang, Nagchu, Chamdo, Shigatse, and Ngari.
1. Tibet Travel Permit (TTP)
The Tibet Travel Permit (TTP) is the most important document required for all foreign travelers visiting Tibet. Without this permit, you cannot board a flight, train, or any other form of transportation to Tibet.
Required For: The Tibet Travel Permit is required for travel to all destinations within Tibet.
Issued By: Tibet Tourism Bureau
Required Documents
• Passport (valid for at least 6 months)
• Chinese tourist visa (Type L)
• Visa-exempt travelers still require the Tibet Travel Permit
Processing & Delivery Time
• Processing time: 8–15 working days
• Delivery time: 3–4 days within mainland China
Entry & Delivery Arrangements
• From Mainland China (by flight or train)
The permit will be delivered to your hotel, airport, or train station before your departure to Tibet.
• From Nepal (by flight or overland) Your tour guide will provide the permit at the airport or at the Nepal–Tibet border and escort you into Tibet.
Important Notes
• Your travel itinerary must be confirmed in advance
• Changes are not allowed after the permit is issued
• The permit will be checked before boarding flights or trains to Tibet

2. Alien’s Travel Permit (ATP)
Required for travel outside Lhasa
Once you arrive in Tibet, an Alien’s Travel Permit is needed to visit areas beyond Lhasa.

Processing: Arranged by your tour guide after arrival
Destinations Requiring ATP
. Tsedang (Shannan): Samye Monastery, Yumbu Lhakang Palace
. Nyingchi: Draksum Tso Lake, Bomi, Rawu Lake
. Nagchu: Shantsa grasslands
. Shigatse: Shalu Monastery, Sakya Monastery, Everest Base Camp
. Ngari: Mount Kailash, Guge Kingdom, Tholing Monastery

3. Border Permit
​For restricted border regions
The Border Permit is required for travel to sensitive frontier areas near international borders.
Applicable Areas
• Everest Base Camp
• Gyirong and Zhangmu (Nepal border)
• Mount Kailash and Lake Manasarovar
• Ngari Prefecture and Guge Kingdom
• Remote areas in Nyingchi (Bomi, Rawu Lake)

4. Military Permit
For remote and highly restricted regions
The Military Permit is required for travel to far western Tibet, especially Ngari Prefecture.
Processing time:
15–20 working days
Required for
• Mount Kailash pilgrimage route
• Guge Kingdom
• Remote border regions in Ngari
Important
• Must be arranged well in advance
• Usually issued together with other special permits

2. Send a copy of your passport and Chinese visa
3. Confirm your detailed travel itinerary
4. Your agency applies for the Tibet Travel Permit
5. Receive your permit before entering Tibe
6. Additional permits are arranged after arrival
