Application Process for Mount Kailash Travel Permits and Special Guide for Indian Passport Holders

Mount Kailash is renowned for its natural beauty and deep religious significance. It is located in Ngari Prefecture, a military-controlled border area in western Tibet. Due to its special location, travelers need several permits to visit Mount Kailash.
Foreign travelers must obtain four permits: the Tibet Travel Permit, Alien’s Travel Permit, Foreign Affairs Permit, and Military Area Entry Permit. These permits are issued by different government departments, which makes the application process more complex. In addition, foreign visitors are not allowed to travel independently in Tibet and must apply for all permits through an authorized local travel agency.
The Tibet Travel Permit is required for all trips to Tibet and is checked before boarding flights or trains. For Mount Kailash tours, travelers also need the Foreign Affairs Permit and Military Area Entry Permit, which are issued in Lhasa and require additional processing time. The Alien’s Travel Permit is required for certain restricted areas and is usually arranged after arrival in Tibet.

Indian pilgrims traveling to the Ngari area must meet the following requirements and follow the official permit procedure.
Requirements
• Valid Indian passport
• Good physical health, suitable for high altitude; pilgrims should be free from serious conditions such as heart disease, hypertension, asthma, or infectious diseases.
Procedure
• Permit applications must be submitted through authorized organizations only:
• The Foreign Affairs Office of the Tibet Autonomous Region, or
• The Tibet-India Pilgrim Reception Center in Lhasa
• No other travel agencies or organizations are permitted to handle Indian pilgrimage applications.
